Cost-over-time Dashboard

Per-function budget cost (CPU instructions, read/write bytes) across commits, from history.json recorded by CI. Every point below comes from a real network simulation: CI declines to record placeholder or mocked reports, and any historical entry that fails that check is removed from the dataset.
